\"\u2705\"<\/span>Un nuevo episodio de ocupaci\u00f3n informal se registr\u00f3 en la avenida Panam\u00e1 \u2013 cuadra 1, donde la Municipalidad Provincial de Abancay (MPA) confirm\u00f3 el retorno de los ocupantes al \u00e1rea que fue recuperada recientemente tras un procedimiento t\u00e9cnico y legal que se prolong\u00f3 por meses. La reaparici\u00f3n de caramancheles y estructuras improvisadas en el mismo punto donde se ejecut\u00f3 la liberaci\u00f3n del espacio, pues evidencia una resistencia organizada a acatar la normativa que protege los bienes p\u00fablicos.<\/div>\n
De acuerdo con documentos, lo que inici\u00f3 en 1991 como una autorizaci\u00f3n exclusivamente temporal para 41 puestos de venta se convirti\u00f3, con el paso de los a\u00f1os, en una ocupaci\u00f3n permanente que deriv\u00f3 en subarriendos, ampliaciones irregulares, ingreso de talleres, conexiones precarias y el bloqueo de zonas clave para la seguridad ciudadana. Informes de Gesti\u00f3n de Riesgos advirtieron reiteradamente que esta ocupaci\u00f3n imped\u00eda desarrollar el cerco perim\u00e9trico del Estadio El Olivo y obstaculizaba rutas de evacuaci\u00f3n indispensables durante eventos deportivos, exponiendo a la poblaci\u00f3n \u2013especialmente ni\u00f1os, adultos mayores y personas con discapacidad\u2013 a un riesgo directo.<\/div>\n<\/div>\n

\"\u2705\"<\/span>Pese a estos antecedentes, y a la reciente intervenci\u00f3n que incluy\u00f3 notificaciones, reuniones de socializaci\u00f3n, peritajes t\u00e9cnicos, opini\u00f3n legal, inspecciones multisectoriales y la evaluaci\u00f3n de alternativas de soluci\u00f3n, algunos ocupantes han vuelto al punto intervenido para reinstalarse. De acuerdo con la normativa vigente, estos actos constituyen una afectaci\u00f3n directa a bienes de uso p\u00fablico, los cuales son inalienables, imprescriptibles, inembargables y de naturaleza colectiva seg\u00fan el art\u00edculo 73\u00b0 de la Constituci\u00f3n Pol\u00edtica.<\/div>\n<\/div>\n

\"\u2705\"<\/span>La recuperaci\u00f3n de esta \u00e1rea no obedece \u00fanicamente a un criterio administrativo; se trata de una acci\u00f3n orientada a garantizar el orden urbano y permitir que la Comuna Provincial contin\u00fae con la ejecuci\u00f3n de una obra de interconexi\u00f3n fundamental, como es la avenida Panam\u00e1, destinada a unir los sectores de Las Am\u00e9ricas y Villa Ampay. Mantener este espacio libre es un requisito t\u00e9cnico imprescindible que facilitar\u00e1 el avance hacia una ciudad m\u00e1s segura, ordenada y con proyecci\u00f3n de futuro.<\/div>\n<\/div>\n

\"\u2705\"<\/span>La MPA reafirma que el espacio p\u00fablico no se negocia y exhorta a la poblaci\u00f3n a defender colectivamente su derecho a una ciudad funcional, segura y moderna. La informalidad no puede imponerse sobre la ley ni sobre la seguridad de miles de vecinos.<\/div>\n<\/div>\n
