\"✅\"<\/span> Ante los riesgos asociados a la temporada de lluvias y el Fen\u00f3meno de El Ni\u00f1o, la Municipalidad Provincial de Abancay, junto a la Fiscal\u00eda de Prevenci\u00f3n del Delito y equipos t\u00e9cnicos especializados, realiz\u00f3 una diligencia de verificaci\u00f3n de la parte alta la quebrada de Chinchichaca, uno de los sectores priorizados por su nivel de exposici\u00f3n y los antecedentes registrados durante anteriores eventos naturales.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La jornada permiti\u00f3 constatar las condiciones del cauce y coordinar las acciones previas para la ejecuci\u00f3n de trabajos de limpieza y descolmataci\u00f3n, as\u00ed como la recuperaci\u00f3n de espacios de la faja marginal necesarios para garantizar el ingreso de maquinaria y fortalecer la capacidad de respuesta ante eventuales emergencias.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La diligencia cont\u00f3 con la participaci\u00f3n del equipo t\u00e9cnico de la SUBGERENCIA DE GESTI\u00d3N DEL RIESGO DE DESASTRES, LA GERENCIA DE ACONDICIONAMIENTO TERRITORIAL Y DESARROLLO URBANO (GATDU), EL \u00c1REA DE CATASTRO Y REPRESENTANTES DE LA FISCAL\u00cdA DE PREVENCI\u00d3N DEL DELITO, quienes realizaron un recorrido por los sectores priorizados y verificaron las condiciones existentes en esta importante quebrada.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Durante la visita, el Ing. H\u00e9ctor Huaysara explic\u00f3 que la intervenci\u00f3n est\u00e1 orientada a atender los sectores m\u00e1s cr\u00edticos de la quebrada Sahuanay y Chinchichaca, donde se ha identificado una importante acumulaci\u00f3n de material que ha generado la colmataci\u00f3n del cauce y la obstrucci\u00f3n de algunos disipadores, estructuras destinadas a reducir la fuerza erosiva e hidr\u00e1ulica del agua.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Ante esta situaci\u00f3n, se\u00f1al\u00f3 que la Municipalidad ya ha elaborado toda la documentaci\u00f3n t\u00e9cnica necesarias para intervenir y cuenta con las autorizaciones correspondientes, lo que permitir\u00e1 iniciar los trabajos de limpieza y descolmataci\u00f3n en los sectores priorizados.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Uno de los objetivos principales ser\u00e1 tambi\u00e9n mantener libres los accesos a la quebrada para garantizar el ingreso de maquinaria pesada, tanto durante las labores programadas como ante una eventual emergencia o nuevas acumulaciones de material. Esta intervenci\u00f3n adquiere especial importancia debido a que el tramo atraviesa una zona de alta concentraci\u00f3n de poblaci\u00f3n, viviendas, instituciones educativas y v\u00edas de tr\u00e1nsito.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Los especialistas recordaron adem\u00e1s los antecedentes registrados en Sahuanay durante el a\u00f1o 2012 y otros ocurridos recientemente a nivel mundial, experiencia que evidenci\u00f3 la necesidad de adoptar medidas preventivas antes de la ocurrencia de eventos de mayor magnitud. En ese sentido, se remarc\u00f3 que la prevenci\u00f3n resulta fundamental para reducir los riesgos y fortalecer la capacidad de respuesta frente a fen\u00f3menos naturales.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Otro aspecto central abordado durante la diligencia fue la recuperaci\u00f3n de los espacios correspondientes a la faja marginal. El gerente de la GATDU, Ing. Joel Quispe Cervantes, precis\u00f3 que para ejecutar adecuadamente los trabajos de limpieza y descolmataci\u00f3n ser\u00e1 indispensable contar con accesos libres.Por ello, la Municipalidad, a trav\u00e9s del \u00e1rea de Catastro, realizar\u00e1 las acciones necesarias para aperturar y recuperar los espacios de la faja marginal que permitan el ingreso de maquinaria.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La recuperaci\u00f3n de estos sectores permitir\u00e1 desarrollar las acciones preventivas y atender oportunamente cualquier emergencia, considerando que las fajas marginales constituyen espacios p\u00fablicos hidr\u00e1ulicos destinados, entre otros fines, a facilitar los trabajos de limpieza, mantenimiento y protecci\u00f3n de los cauces.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La diligencia cont\u00f3 tambi\u00e9n con la participaci\u00f3n de la Fiscal\u00eda de Prevenci\u00f3n del Delito de Abancay. El representante del Ministerio P\u00fablico inform\u00f3 que se vienen realizando acciones de verificaci\u00f3n para constatar que las instituciones responsables de la prevenci\u00f3n y gesti\u00f3n del riesgo cumplan adecuadamente con las funciones que les corresponden.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Estas acciones involucran adem\u00e1s a INDECI, la Autoridad Nacional del Agua, la Polic\u00eda Nacional y otras instituciones vinculadas a la prevenci\u00f3n de riesgos. La Fiscal\u00eda explic\u00f3 que estas verificaciones forman parte de un plan de trabajo preventivo que incluye reuniones de coordinaci\u00f3n y visitas in situ en los sectores considerados vulnerables.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Durante la inspecci\u00f3n, el Ministerio P\u00fablico verific\u00f3, junto con el personal t\u00e9cnico, que la comuna local cuenta con un plan de trabajo y expedientes t\u00e9cnicos vinculados a las intervenciones programadas. Asimismo, se constat\u00f3 que en la parte baja de la quebrada Chinchichaca ya se vienen ejecutando trabajos de descolmataci\u00f3n con apoyo de maquinaria facilitada por el Ministerio de Vivienda.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La Fiscal\u00eda anunci\u00f3 que continuar\u00e1 realizando verificaciones y fiscalizaci\u00f3n por tramos para comprobar que las acciones programadas se ejecuten conforme a los instrumentos t\u00e9cnicos y legales y a las responsabilidades establecidas para cada instituci\u00f3n. Asimismo, hizo un llamado a la ciudadan\u00eda a respetar las fajas marginales y las \u00e1reas p\u00fablicas restringidas, cuya ocupaci\u00f3n puede impedir el libre acceso y dificultar las labores preventivas.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> Durante la jornada tambi\u00e9n se inform\u00f3 que las acciones no se limitar\u00e1n \u00fanicamente a Chinchichaca. La Municipalidad viene priorizando otras zonas vulnerables como Marcahuasi y el rio Mari\u00f1o para intervenir m\u00e1s de seis (06) kil\u00f3metros de quebradas, r\u00edos y causes tanto activos como temporales, con el prop\u00f3sito de identificar riesgos y adoptar medidas oportunas con documentos que seguir\u00e1n el procedimiento t\u00e9cnico correspondiente para su aprobaci\u00f3n por parte de la Autoridad Nacional del Agua.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> La jornada de trabajo tambi\u00e9n permiti\u00f3 abordar una visi\u00f3n de futuro para la ciudad. Adem\u00e1s de recuperar los accesos necesarios para las labores de prevenci\u00f3n y atenci\u00f3n de emergencias, la MPA viene realizando los tr\u00e1mites administrativos y coordinaciones correspondientes para proyectar la apertura de nuevos tramos de transitabilidad en la parte alta de Chinchichaca.<\/div>\n<\/div>\n

\"✅\"<\/span> ESTA PROYECCI\u00d3N SE ENCUENTRA VINCULADA A LA FUTURA V\u00cdA EXPRESA NORTE, CONCEBIDA COMO UNA ALTERNATIVA DE CONECTIVIDAD QUE BUSCAR\u00c1 INTEGRAR LA ZONA C\u00c9NTRICA DE ABANCAY CON EL DISTRITO DE TAMBURCO.<\/div>\n<\/div>\n
\n
\"✅\"<\/span> De esta manera, la intervenci\u00f3n en Chinchichaca plantea una doble finalidad una que es atender una necesidad inmediata de prevenci\u00f3n mediante la limpieza, descolmataci\u00f3n y recuperaci\u00f3n de accesos y, al mismo tiempo, generar condiciones para futuros proyectos de conectividad y desarrollo urbano.<\/div>\n<\/div>\n

\"✅\"<\/span> Con la participaci\u00f3n articulada de las instituciones y el respaldo de los instrumentos t\u00e9cnicos elaborados para las intervenciones, la MPA contin\u00faa fortaleciendo acciones de prevenci\u00f3n, recuperaci\u00f3n de espacios estrat\u00e9gicos y planificaci\u00f3n territorial, priorizando la seguridad de la poblaci\u00f3n y el desarrollo futuro de la ciudad.<\/div>\n
