PROYECTOS NO LIQUIDADOS DESDE 2010: PROBLEMAS HEREDADOS DE ADMINISTRACIONES ANTERIORES.<\/div>\n<\/div>\n

\"\u2705\"<\/span>La Municipalidad Provincial de Abancay (MPA), bajo la administraci\u00f3n del alcalde Ra\u00fal Pe\u00f1a S\u00e1nchez, enfrenta un desaf\u00edo financiero significativo debido a 118 proyectos de inversi\u00f3n pendientes por liquidar y realizar su rebaja contable, los cuales datan del a\u00f1o 2010, sumando m\u00e1s de S\/ 266,153,351.01 (DOSCIENTOS SESENTA Y SEIS MILLONES CIENTO CINCUENTA Y TRES MIL TRESCIENTOS CINCUENTA Y UN CON 01\/100 SOLES). Esta situaci\u00f3n ha limitado gravemente la capacidad de la MPA para obtener nuevos financiamientos y recursos de entidades gubernamentales, representando una carga financiera considerable.<\/div>\n<\/div>\n

\"\u2705\"<\/span> \u00cd, \u00d3 :<\/div>\n
Durante el 2023, se liquidaron con \u00e9xito 52 proyectos, con un ajuste contable de S\/ 79,565,533.10 (SETENTA Y NUEVE MILLONES QUINIENTOS SESENTA Y CINCO MIL QUINIENTOS TREINTA Y TRES CON 10\/100 SOLES) y una inversi\u00f3n de cerca de 915 mil soles. Durante el a\u00f1o 2024 se tiene programado realizar la liquidaci\u00f3n de 40 proyectos de inversi\u00f3n, de los cuales, a la fecha, se han liquidado 30 inversiones entre proyectos e IOARR, con un ajuste contable de S\/ 37,537,087.44 (TREINTA Y SIETE MILLONES QUINIENTOS TREINTA Y SIETE MIL OCHENTA Y SIETE CON 44\/100 SOLES) y una inversi\u00f3n de cerca de 264 mil soles.<\/div>\n<\/div>\n

\"\u2705\"<\/span>, \u00d1, \u00d3 :<\/div>\n
Se cuenta con 11 proyectos de inversi\u00f3n ejecutados en convenio con el Programa de Mejoramiento Integral de Barrios (PMIB) del MINISTERIO DE VIVIENDA, CONSTRUCCI\u00d3N Y SANEAMIENTO que datan de 2009 a 2020, de los cuales se est\u00e1n liquidando 05 proyectos. Sin embargo, es preciso indicar que dentro de los 11 proyectos enfrentan procesos arbitrales que cuentan con laudos por la suma de S\/ 1,357,106.02 (UN MILL\u00d3N TRESCIENTOS CINCUENTA Y SIETE MIL CIENTO SEIS CON 02\/100 SOLES), los cuales son exclusiva responsabilidad de las gestiones anteriores.<\/div>\n
Se cuenta con 10 proyectos de inversi\u00f3n ejecutados mediante el DECRETO SUPREMO N\u00b0 287-2012-EF \u2013 ENDEUDAMIENTO, que datan de 2014 a 2020. A la fecha, se est\u00e1n liquidando 02 de estos proyectos; sin embargo, es preciso indicar que dentro de los 10 proyectos se tienen procesos arbitrales que cuentan con laudos por una suma de S\/ 1,335,121.21 (UN MILL\u00d3N TRESCIENTOS TREINTA Y CINCO MIL CIENTO VEINTIUNO CON 21\/100 SOLES), los cuales son exclusiva responsabilidad de las gestiones anteriores.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Se han liquidado 09 actividades ejecutadas en convenio con el PROGRAMA LLAMKASUN PER\u00da, que datan del 2011 a 2021 y que fueron abandonadas por gestiones pasadas. Dentro de ellas, se tiene un saldo por devolver de S\/ 635,067.90 al programa, por desidia e incumplimiento de anteriores gestiones.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Se cuenta con 06 proyectos de inversi\u00f3n ejecutados en convenio con la COMISI\u00d3N MULTISECTORIAL DE ALTO NIVEL (CMAN) del MINISTERIO DE JUSTICIA. A la fecha, se est\u00e1n liquidando 05 de estos proyectos. Se cuentan con 03 proyectos que fueron ejecutados durante los a\u00f1os 2008, 2009, 2010 y 2014; estas obras no fueron liquidadas en su momento por gestiones pasadas y a la fecha generan dificultades para solicitar financiamiento para nuevos proyectos.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Se cuenta con 05 proyectos ejecutados mediante el FONDO DE PROMOCI\u00d3N A LA INVERSI\u00d3N P\u00daBLICA REGIONAL Y LOCAL \u2013 FONIPREL, ahora denominado FONDO INVIERTE PARA EL DESARROLLO TERRITORIAL (FIDT), de convenios resueltos que datan entre los a\u00f1os 2011 y 2014. Actualmente, se est\u00e1 gestionando la liquidaci\u00f3n de 02 proyectos de inversi\u00f3n y la evaluaci\u00f3n del estado situacional de 03 proyectos de inversi\u00f3n, todo esto con recursos propios de la Entidad.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Finalmente, hay que mencionar que se promulg\u00f3 la Resoluci\u00f3n Ministerial N\u00b0 208-2024-VIVIENDA, donde se menciona en su anexo que, para el financiamiento de las inversiones en el \u00e1mbito urbano y rural de las Entidades, se deben tener obras financiadas concluidas y liquidadas para poder acceder a nuevos financiamientos.<\/div>\n
La administraci\u00f3n del alcalde Pe\u00f1a S\u00e1nchez est\u00e1 trabajando arduamente para regularizar estas obligaciones financieras. Entre las medidas adoptadas se incluyen la optimizaci\u00f3n de procesos internos y la b\u00fasqueda de acuerdos de financiamiento con entidades gubernamentales. A pesar de los avances, la falta de liquidez sigue siendo un problema cr\u00edtico que afecta la capacidad de la MPA para emprender nuevos proyectos y atender las necesidades de la comunidad.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>La MPA est\u00e1 comprometida con la transparencia y la eficiencia en la resoluci\u00f3n de estos problemas. Se espera que los esfuerzos continuos para liquidar los proyectos pendientes permitan a la MPA asegurar los recursos necesarios para nuevas iniciativas que beneficien a Abancay y contribuyan al desarrollo de la provincia.<\/div>\n
