\"\u2705\"<\/span>Con la participaci\u00f3n de delegados de organizaciones vecinales, asociaciones civiles y representantes de diversos sectores de la provincia, la Municipalidad Provincial de Abancay (MPA) inaugur\u00f3 hoy el Proceso del Presupuesto Participativo 2026, un mecanismo fundamental para definir y priorizar proyectos de inversi\u00f3n en beneficio de la comunidad.<\/div>\n<\/div>\n

\"\u2705\"<\/span>La ceremonia se llev\u00f3 a cabo en la Casa de la Cultura y fue presidida por el alcalde Ra\u00fal Pe\u00f1a S\u00e1nchez, quien destac\u00f3 la importancia de este espacio de concertaci\u00f3n. En su intervenci\u00f3n, explic\u00f3 la situaci\u00f3n econ\u00f3mica actual del municipio, se\u00f1alando que el sobreendeudamiento, la falta de liquidaciones de obras desde el a\u00f1o 2010 y la existencia de laudos arbitrales desfavorables han afectado la capacidad de gesti\u00f3n de inversiones.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Asimismo, precis\u00f3 que estas dificultades limitan la ejecuci\u00f3n de proyectos bajo el mecanismo de Obras por Impuestos (OxI), dado que la asignaci\u00f3n de Certificados de Inversi\u00f3n P\u00fablica Regional y Local (CIPRL) por parte del Ministerio de Econom\u00eda y Finanzas (MEF) depende de la capacidad financiera del municipio y del l\u00edmite de emisi\u00f3n anual.<\/div>\n<\/div>\n

\"\u2705\"<\/span>En relaci\u00f3n con los proyectos estrat\u00e9gicos en marcha, el burgomaestre anunci\u00f3 que la Planta de Tratamiento de Residuos S\u00f3lidos entrar\u00e1 en ejecuci\u00f3n pronto, dado que el expediente t\u00e9cnico ha sido culminado. Se espera que la obra inicie a finales de este a\u00f1o. Record\u00f3 que esta informaci\u00f3n ya fue socializada con la comunidad y representantes del Ministerio del Ambiente (MINAM) en una reuni\u00f3n realizada en el sector Juan Velasco Alvarado la semana pasada.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Adem\u00e1s, el alcalde resalt\u00f3 la visita reciente del Ministro de la Producci\u00f3n, en la que se reafirm\u00f3 el compromiso de su gesti\u00f3n para hacer realidad la construcci\u00f3n del Mercado de Villa Ampay, un proyecto largamente esperado por la poblaci\u00f3n. Explic\u00f3 que, tras m\u00e1s de cuatro d\u00e9cadas de espera, finalmente se superaron los tr\u00e1mites administrativos relacionados con el saneamiento f\u00edsico-legal del terreno, lo que permitir\u00e1 su ejecuci\u00f3n con una inversi\u00f3n superior a los 18 millones de soles.<\/div>\n<\/div>\n

\"\u2705\"<\/span>Entre otras iniciativas para este a\u00f1o, inform\u00f3 que a partir del mes de abril se dar\u00e1 inicio a diversas obras que estaban pendientes, muchas de ellas incorporadas al Programa Nacional de Inversi\u00f3n en Desarrollo (PNID), garantizando as\u00ed que la planificaci\u00f3n municipal responda a las verdaderas necesidades de la poblaci\u00f3n.<\/div>\n<\/div>\n

\"\u2705\"<\/span>Junto al alcalde, participaron funcionarios municipales y el equipo t\u00e9cnico a cargo del desarrollo del taller, encabezado por el facilitador Econ. Juan Igor Elorrieta Agramonte. De esta manera se dio inicio al presupuesto participativo como una herramienta clave de gesti\u00f3n que permite orientar los recursos municipales hacia proyectos estrat\u00e9gicos de impacto para toda la provincia.<\/div>\n<\/div>\n
