\"\u2705\"<\/span>En un contexto donde la ciudadan\u00eda exige resultados concretos y transparencia absoluta en el uso de los recursos del Estado, la Municipalidad Provincial de Abancay (MPA), liderada por el alcalde Ra\u00fal Pe\u00f1a S\u00e1nchez, ha demostrado con hechos su compromiso con una gesti\u00f3n responsable, t\u00e9cnica y de cara al pueblo.<\/div>\n<\/div>\n

\"\u2705\"<\/span>Seg\u00fan el m\u00e1s reciente reporte publicado por el portal oficial Consulta Amigable del Ministerio de Econom\u00eda y Finanzas (MEF), con fecha de hoy, 07 de marzo, la MPA ha alcanzado una ejecuci\u00f3n presupuestal del 93.8 % a todo rubro, ubic\u00e1ndose como una de las municipalidades m\u00e1s eficientes en la regi\u00f3n y ratificando una vez m\u00e1s que dicha ejecuci\u00f3n se ha realizado con total transparencia, sin maquillajes contables ni cifras manipuladas.<\/div>\n<\/div>\n

\"\"<\/span>EN REFERENCIA AL FONCOMUN:<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Uno de los aspectos m\u00e1s resaltantes aplicados por la actual administraci\u00f3n, es el destino responsable de los recursos del FONCOMUN, que actualmente se encuentran resguardados y protegidos mediante un fideicomiso, constituido para la implementaci\u00f3n del Programa de Gesti\u00f3n Integral de Residuos S\u00f3lidos, una acci\u00f3n con visi\u00f3n de futuro y compromiso con el desarrollo sostenible de la ciudad.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Este mecanismo legal y financiero se cre\u00f3 luego de que, entre los a\u00f1os 2007 y 2010, la MPA firmara un convenio con el MEF para destinar parte de su presupuesto al programa de residuos s\u00f3lidos. Sin embargo, las gestiones anteriores no cumplieron con este acuerdo, lo que provoc\u00f3 desorden en las cuentas municipales y retras\u00f3 el desarrollo del programa.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Frente a este escenario, el MEF, dispuso la creaci\u00f3n de un fideicomiso a trav\u00e9s de un convenio tripartito entre la MPA, el Ministerio del Ambiente (MINAM) y el Banco de la Naci\u00f3n (BN), lo que permiti\u00f3 asegurar la sostenibilidad del proyecto y, sobre todo, garantizar que los recursos p\u00fablicos no sean desviados ni utilizados irresponsablemente.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>La actual administraci\u00f3n municipal ha sido rigurosa en el cumplimiento de las normas presupuestales. De acuerdo con el Decreto Legislativo N.\u00ba 1440, art\u00edculo 50 sobre \u201cIncorporaci\u00f3n de mayores ingresos\u201d, y a lo se\u00f1alado por la Contralor\u00eda General de la Rep\u00fablica en su informe (p\u00e1ginas 20 y 21), los saldos de balance pueden ser incorporados para financiar otras acciones siempre que se haya cumplido la finalidad original y que estos recursos sean de libre disponibilidad conforme a ley.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Asimismo, los l\u00edmites m\u00e1ximos para estas incorporaciones son definidos y aprobados \u00fanicamente por el MEF mediante Decreto Supremo, lo cual asegura que todo uso de recursos adicionales se haga respetando las reglas fiscales y en total concordancia con la normatividad vigente.<\/div>\n<\/div>\n
\n
\"\u2705\"<\/span>Ante versiones interesadas, especulativas y carentes de sustento t\u00e9cnico difundidas por algunos actores o medios no oficiales y sin imparcialidad, la MPA exhorta a la ciudadan\u00eda a no dejarse sorprender por informaci\u00f3n falsa o manipulada.<\/div>\n<\/div>\n
